Not only did Philadelphia not hire Brown, it didn't hire anyone else until it went back to him this past weekend. Cost is obviously a factor when hiring a tradesperson, but more important is whether they will do a good job. To give you an idea on what types of plumbing problems you will encounter here's a few things: leaks on pipes and faucets, bursting pipes due to extreme temperatures, and clogged drains because of accumulated waste on pipes.
